Board Approves OAK Roof Funding, Sugarloaf to Reopen

CourseCo has reversed a decision to permanently close the Sugarloaf Pro Shop and the rerouting of the holes on the Sugarloaf course. The decision was announced at the Feb. 17 board meeting as a result of ongoing discussions between the OVA, Oakmont Village Property Corp. (OVPC) and CourseCo, the lessee of the Valley of the Moon courses. The Proshop is set to re-open March 1.

The board also voted to reimburse CourseCo $125,000 for the replacement of the roof at the Valley of the Moon restaurant and banquet facility. In 2023, CourseCo completed and funded a full roof replacement to address ongoing leaks in both the restaurant and banquet areas. Because the restaurant and banquet building is an asset of OVA, the board agreed to reimburse CourseCo for the expense through the Capital Improvement Fund.

Bylaws

President Matt Oliver reminded the community that this spring’s election will include two proposed bylaw amendments in addition to the election of three directors. The ballot will present two proposed changes: (1) adjusting quorum to 50 percent of OVA membership and changing the approval threshold to 55 percent of those who vote on a proposed bylaws amendment, and (2) allowing the board to bring the bylaws into legal compliance without a member vote.

“The proposed legal compliance amendment applies only to updates required by law,” Oliver said. “Membership votes will continue to be required” on other areas of the governing documents.

Ballots will be sent to homes on March 4. Residents receiving mail-in ballots will find two ballots in a single envelope, along with two return envelopes. Both electronic and mailed ballots must be received by the Inspector of Elections no later than 5 p.m. on April 5 to be counted in the election scheduled for 10 a.m. on April 6.

Berger Audit

A report from the Energy Systems Group (ESG), which is evaluating three potential scopes of work at the Berger Center, has been postponed while additional information is gathered. The report will address replacement of the boiler and chiller, along with the following three improvement options for the Berger Center:

  1. Required work only, including boiler and chiller replacement and code-required upgrades.
  2. Required work combined with reserve-funded projects already planned for 2026 and 2027.
  3. Required work, reserve projects, and limited functional improvements to the Berger Facility.

Once complete, the findings will be presented first to the board and then shared with the community.

Guest Policy

The board voted unanimously to table a decision on the proposed Guest Policy changes, including the definition of occasional guest use. The directors agreed to revise the proposed language and present the updated policy to the community at a later date for a 28-day review period.

Facilities

A request to fund replacement of the benches near the Lawn Bowling area was tabled. Director Jeff Neuman suggested exploring the option of re-planking the existing benches rather than removing and replacing them entirely.

West Rec Parking Lot

The board approved replacing the asphalt at the West Rec Center, in an amount not to exceed $240,000, under the budgeted figure in the Reserve Study. The parking lot at this facility will be closed for approximately two days while the repaving project is completed.
